Why is my site static in rank even though I have been link building like crazy?

I have been doing link building for about 6 weeks now at about 100 a week, But my sites rank doesn’t seem to go above a PR1. Is there a reason for this?
I have reciprocal links for other personal Trainer sites
Directory links and blog postings.

Sites get traffic from content. There are no gimmicks, shortcuts or tricks that will boost your rank. That unreadable block of text at the bottom of your page probably drives away more visitors than it attracts.

its not the just matter of link building
it depends on the site’s PR on which you are link building
try high PR sites
and most important traffic leads to high PR
