What Link building techniques are still white hat under the new panda update?

I was told that article directories are not valued the same anymore under the new Google panda update, in fact they might even harm you , if you get majority of your links from that source. That said, since buying links is frowned upon, link exchange no longer provides enough juice for ranking, directories are no longer valued the same, forums are over spammed, what linking technique still has value?
Press releases can be very effective if your article gets picked up, and guest posts on blogs can also be an effective tactic. However, success with both these tactics requires writing quality content that captures the attention of editors. Google has definitely closed the door on the most common types of manufactured links.
