Please Can anyone tell me the difference between Link Building and Link Exchange?

I am very confused and also want to know which one is better?

Link building is the actual process of building backlinks to your site, regardless of the types of backlinks.
You’ve got several choices when building links.
1. Look for websites in your industry, and contact them to do a link exchange. This means that they will put a link on your site, and in exchange, you’ll put their link on your site. It’s been said that google is giving less credit to link exchanges, and they give more value to one way links.(Links that only point to your site, without you having a link to their site.)
2. Article marketing. This is an EXCELLENT way to build ONE way links. These help much more when you are trying to increase the popularity and ranking of your website. What you do, is write articles in your industry, and submit them to free article directories. In the bottom of your article, or in the "resource box" you add a link to your site. This is excellent to build links to your site, but takes a lot of work and time. There are services that help you take one article that you write, and distribute it across hundreds of article directories automatically. This means that by writing only ONE article, you can get HUNDREDS of links… The one I currently use is http://www.bit.ly/SeoLinkV I’ve tried other ones, and I think this one is the best one out there….
3. Directory submissions. You can search google for "Your industry" + "Directory" This way you can find places which allow you to add your site link to their directory. This is great as well, but time consuming.

According to me in Link Building.. You can exchange links with many websites. In other words, getting links from other sites to your own site. Getting high quality "inbound links" is extremely important if you want high rankings on Google and other major search engines.
But Link exchange is "link popularity" of a site with Web search engines, and of being relatively stable methods of hyperlinking.However If you want to promote your web site on a limited budget, then link exchange is undeniably the best option.
